The public transportation in japan is the most vital part of the Japanese economy. Millions of people get to work and to school everyday with it. If the government where to increase spending on it, to branch out to less developed areas of japan, the the economy would increase. I also believe that people living in more rural areas have more kids so making it easy for Japanese families to move to more rural areas and have kids will turn the declining birth rate around as well.
